- On Wednesday, 8/19/26, I noticed a lot of rocks along Springer Boulevard. They were not there on Tuesday. The issue is that though the grass along the highway is the city's, I have been maintaining it because the city would not. With the rocks in the grass. I will no longer be able to cut it. Can the rocks be removed and the city cut the grass? I'm at 1700 East 38th Street, Little Rock AR. They are also on the other side of Springer Boulevard.
